Call for expression of interest in membership of EMCDDA Scientific Committee


This call is addressed to scientists who wish to be considered for membership of the EMCDDA Scientific Committee.


The European Monitoring Centre for Drugs and Drug Addiction (EMCDDA), based in Lisbon, Portugal, is set up to provide the Community and its Member States with 'factual, objective, reliable and comparable information at European level concerning drugs and drug addiction and their consequences.

Deadline is fixed on next 12th of October, 2007

The links below are a letter (in English and Russian) to major UN agencies and the Global Fund to react to the interruption of methadone supply in Moldova and to set up technical assistance plan, which would help to prevent such situations and implement effective substitution therapy programs.


If you would like to endorse the letter, please do. Unfortunately, we would like to send it tomorrow European morning (10 am CET) and would appreciate your support in spite of short notice. The GF has started work on the situation this evening and we would like to urge other to do the same.

IHRD/OSI calls for letters of intent


Call for Letters of Intent

I. Introduction


The International Harm Reduction Development Program (IHRD) of the Open Society Institute (OSI) is offering small grants to support the collection and presentation of information that evaluate the health and human rights consequences, with regard to injection drug use-driven and HIV infections, of the resolutions taken at the 1998 UN General Assembly Special Session on Drugs.


This project will provide grants of up to $12,000 USD for organizations or networks able to produce a report in English on how law enforcement and drug control have impacted HIV prevention and treatment efforts for drug users in their country or region. The reports, to be gathered from developing/transitional countries with injection-driven HIV epidemics (either majority of cases of HIV due to injection, or significant, concentrated IDU epidemic), will be edited and compiled in a booklet to be published by IHRD during activities leading up to the high-level ministerial meeting in Vienna in 2009 at which countries will reflect on progress since the 1998 UNGASS. Preference will be given to proposals that have a regional, rather than country specific, focus.


This document serves as a formal invitation to submit a letter of intent (LoI). This brief concept paper allows you the opportunity to both demonstrate your understanding of the aim of this project and your perspective of how it can be realized in your region. While there are many aspects to health, policing, and drug control, applicants must demonstrate a particular connection to policies and practices tied to HIV and drug use, particularly injecting drug use.


The LoI must:


  1. be received by Wednesday, September 15, 2007 (NY time), electronically as an attachment.

  3. be submitted in English, not to exceed three pages, double-spaced, that outlines key issues, existing evidence, and potential sources for more detailed information

  4. contain a two-sentence introduction and contact information on each of the individuals submitting the grant.


IHRD will review your LoIs and notify you by the end of September. If accepted, you will be invited to submit a slightly expanded proposal and budget. We hope to have final proposals by mid-October, and decisions by November. II. Structure and Content of the LoI


Your Letter of Intent should address the following questions:

  1. Concept of the Report

How can your organization or network contribute to evaluate and describe the health consequences (particularly HIV/AIDS epidemic related to the use of injectable drugs) as a consequence of the decisions made at UNGASS (United Nations General Assembly Special Session on Drugs) in 1998? Start describing the problem in your region, then the conditions which make this an issue of national or international relevance. international issue in the developing world.

  1. Report Goals and Objectives

Please describe your proposed activity, including timeline, capacity and potential partners or sources of information to document:


  1. the number of estimated people who inject drugs in 1998 and in 2008;

  2. the number of HIV cases related to people who inject drugs in 1998 and in 2008;

  3. numbers of people imprisoned on drug charges, as absolute numbers and share of total, in 1998 and in 2008

  4. reports on injection inside of the prison system, HIV or HCV epidemic in prisons in 2008;

  5. substitution therapy and sterile syringe programs in prison, and where relevant, possible waiting lists status;

  6. Drug treatment in “closed settings” in your country/region, numbers in such treatment facilities, and means for introduction and release of drug users into these institutions

  7. Barriers to access treatment (particularly substitution treatment);

  8. Availability of HIV prevention for IDUs -(such as needle exchange, outreach work and condom distribution among others) with estimated coverage and some detail about what is meant by coverage;

  9. Barriers to access prevention or drug treatment;

  10. ARV treatment given to those with a history of drug use, and to active users, or regulations regarding such treatment, and informal practices that might impact its provision

  11. Violations of human rights of drug users by police and health care providers

  12. Other relevant information.

  1. Implementation

How long would you take to get this information and write your report? What is the scope (regionally speaking) of your possible report (one country, one entirely region, one piece of the region)? How does your country or region match the profile of one where IDU-driven HIV is a significant issue?

  1. Capacity and Resources

Describe how the organization applying for this grant is in a position to undertake this project. Who would the organization designate to take care of this report? What existing sources of information might you draw on? What partners might assist in provision of information?

Latin America Tender Awarded to Intercambios Associatión Civil

Conference Registration and Abstract Submission System Open

IHRA and the Conference Consortium are pleased to announce that the Harm Reduction 2008 registration and abstract submission system is now open. When you first access the system, you will be asked to create a new user account by completing your personal details and choosing a user name and password. Once you have created your user account, you will be able to update your details and submit an abstract for the conference. An ‘Abstract Guide’ has also been produced to assist authors in this process.

Special Journal Issue Free to Download

The International Journal of Drug Policy has just published a ‘Special Issue’ on HIV treatment and care for injecting drug users - guest edited by Andrew Ball from the World Health Organization, Michel Kazatchkine from the Global Fund, and Tim Rhodes from the London School of Hygiene and Tropical Medicine. This ‘Special Issue’ brings together a range of original research papers and commentaries from around the world, and is available for free download until October 31 2007.

HIV i-Base are pleased to announce the launch of a free quarterly bulletin called ‘ARV4IDUs’. This not-for-profit community publication aims to provide a review of the most important medical advances relating to clinical management of HIV and its related conditions for injecting drug users, as well as access to treatments. The publication contains key articles relating to antiretroviral treatment for injecting drug – including a report from the IHRA conference in May 2007.

September 2007 Article of the Month

This month’s highlighted article is a critical review of anti-doping strategies in sport by Kayser et al. The paper discusses the ethical assumptions which are the basis of the global prohibitionist approach to performance-enhancing drugs in sport. According to the authors, this approach is expensive and may cause more harm than it reduces for elite, amateur or aspiring athletes.

Beste mensen,


De komende maand doen we een brede oproep naar iedereen die voorstander is van een wereldwijde hervorming van de drugswetgeving om samen te werken rond de organisatie van een evenement in Wenen in maart 2008, als de Commissie Verdovende Middelen van de Verenigde Naties daar bijeenkomt om de resultaten van de 10-jaren strategie te bespreken om het wereldwijde drugsprobleem uit te roeien dan wel aanzienlijk te verminderen. Het doel van dit evenement is de redenen te vinden waarom het drugsverbod wordt voortgezet ondanks het overweldigende bewijs dat het een totale mislukking is, alsmede om de economische, ecologische en politeke perspectieven in de verf te zetten van een koerswijziging naar een rationeel drugsbeleid.

Ook in September zal de tekst van een nieuwe ENCOD-flyer over het voorstel van de Cannabis Social Clubs vertaald en geprint worden. Deze flyers kunnen worden gebruikt door locale groepen om de vestiging van een Cannabis Social Club in hun stad of land te vestigen, als deel van de CSC campagne.

Bovendien zal ENCOD aanwezig zijn op de komende evenementen deze maand:

ENCOD heeft nog een bedrag van 10.000 euros nodig om ons werk in 2007 in goede omstandigheden verder te zetten. Als er leden zijn die dit jaar nog een extra donatie kunnen geven, zou dit zeer welkom zijn (zie de bankgegevens onderaan).

Anderen zouden een kleinschalige fondswervingsactie kunnen organiseren om het werk van zowel locale organisaties als ENCOD te steunen. Mensen kunnen in kleine groepjes samenkomen, voor een etentje, spel of sociale activiteit die geld opbrengt. Er zijn collectebussen beschikbaar die hiervoor gebruikt kunnen worden. Laat het weten als je er nodig hebt, of als je suggesties zou willen voor dit soort activiteiten.

Groepen in de UK en Spanje hebben al zaterdag 29 september uitgekozen, bij gelegenheid van het feit dat het op 28 september de 79^e verjaardag is van de Conventie van Genève, waarbij het verbod op cannabis werd ingevoerd. Maar deze datum is geen must.
